An accessory serves little purpose when the thing it is meant to hold or support is absent. The empty purse image questions preparing the container while overlooking the underlying need.

What the words are saying

The purse exists to hold money, so the proverb says that someone without money does not need that particular container. Figuratively, it can question an arrangement that concentrates on equipment, presentation or an outward sign before there is anything for it to serve. A useful application checks what the proposed addition will actually enable. The literal wording is too absolute: a container may be kept for future use, borrowed or useful for another purpose. Nor should the saying ridicule a person with few resources. The point is a possible mismatch between means and purpose, rather than a judgement about who deserves possessions.
