A low hedge is easily leapt over.

A low hedge is easily leapt over.

Historical period not yet established

Meaning in plain English

A weak or minimal barrier may be easy to pass. The low hedge emphasises the limits of a boundary, without requiring stronger restrictions whenever people can cross or treating every crossing as misconduct.

What the words are saying

The proverb makes the hedge’s low height the reason that passing it takes little effort. Figuratively, a stated limit may not be supported by the arrangements needed to make it meaningful. A useful reading checks whether the boundary is appropriate, understood and workable, rather than assuming that announcing it is enough. Sometimes access should remain easy, and a more restrictive arrangement would defeat the purpose. This differs from the saying about people choosing the lowest part of a hedge: here the emphasis is the barrier’s adequacy, rather than the particular route people select. Clear agreement can matter more than a heavier obstacle.

Everyday example

A club says borrowed books should be recorded but provides no convenient record; it creates a simple lending sheet before criticising members for not following the arrangement.

When to use it

Use it when a stated limit lacks a workable basis in the actual arrangement.

What it does not mean

More restriction is not automatically better; consider purpose, accessibility and shared understanding.
