A wish alone does not supply what is needed. Turning wishes into birds makes an impossible abundance expose the gap between desire and provision.
What the words are saying
The hungry person would have food if wanting could produce it. The counterfactual can encourage attention to the resources and actions that a need requires. It must not blame poverty on unproductive wishing or assume that every person has the means to act.
