A wink's as good as a nod to a blind horse.

Understand the thought
Meaning in plain English
Different signals make little difference when neither reaches the intended recipient. The horse image asks whether a message can actually be received, without making a communication barrier the recipient’s fault.
What the words are saying
A wink and a nod are different gestures, but the saying imagines a horse that cannot receive either visually. The contrast makes both signals equivalent for that particular purpose. Applied to communication, changing one inaccessible or unclear signal for another may leave the same difficulty in place. The useful question is what form of information the recipient can use, rather than how obvious the sender thinks the gesture should be. The image can also describe subtle signals that have the same practical effect, depending on context. It should not turn a barrier into ridicule or assume that a person understands because something was merely sent.
Everyday example
A coordinator replaces a vague hand gesture with a clear spoken direction after noticing that a participant was facing away and could not receive the original signal.
When to use it
Use it when a change of signal has not solved the actual communication problem.
What it does not mean
Adapt communication to the situation; a barrier is not proof of the recipient’s unwillingness or inability to understand.
