Understand the thought
Meaning in plain English
This saying assigns speech to women and action to men, expressing a gender stereotype. Its words-versus-deeds contrast does not justify treating either ability as belonging to one gender.
What the words are saying
The proverb combines a familiar preference for useful action over empty talk with a division based on gender. That second claim should be identified as a stereotype, rather than carried forward as an accurate account of women or men. The anthology wording shows the claim being expressed; it does not verify a universal belief or a fact about ability. If the practical distinction between promises and follow-through is useful, it can be applied without the gender restriction. People of any gender can speak clearly, act effectively or fail to do what they promised. Judge the conduct itself instead of its supposed category.
Everyday example
A project team assesses whether each person completed the agreed task and contributed useful discussion, without assigning talk and action according to gender.
When to use it
Use it to examine gender stereotypes within historical advice and separate them from any useful conduct-based point.
What it does not mean
Do not present the stereotype as fact or use it to deny anyone a role, contribution or fair assessment.
