Someone determined to punish or mistreat another can often find a pretext. Examine whether the supposed reason is fair rather than accepting it because an accusation has been made.

What the words are saying

The staff is an available instrument for beating the dog; the ease of finding it suggests a ready excuse as well as a means. Figuratively, a hostile person may select an error, rumour or minor difference to justify treatment they already wanted to impose. The saying questions the direction of that reasoning: was the conduct fairly assessed, or was a reason chosen after the decision to attack? It does not mean every complaint is malicious or that misconduct should be ignored. Compare the stated reason with the evidence, consistency of treatment and proportion of the response, without endorsing the violence in the image.
