Someone’s visible direction or stated intention may differ from what their actions achieve. Compare the actual course with the impression being given before relying on that impression.
What the words are saying
Rowers can face a different direction from the one in which their boat travels. The proverb borrows that contrast to describe an apparent aim that does not match the actual movement. Applied figuratively, someone may appear to support one result while acting towards another. A mismatch can be deliberate, but it may also arise from unclear communication or an ineffective plan. The saying alone cannot settle motive. The useful response traces what the actions are producing and asks for clarification, rather than treating the stated direction as sufficient proof or immediately accusing the person of concealment without further evidence.
