Both speaking and remaining silent can be appropriate, depending on the situation. Judge what the moment requires instead of treating either constant speech or constant restraint as wise in itself.
What the words are saying
The saying balances two habits that other proverbs sometimes praise separately. Speaking can clarify, protect, challenge or connect; silence can allow listening, preserve privacy or prevent a needless quarrel. Neither is automatically the right response. The useful judgement considers the purpose of speaking, the people affected and the consequences of withholding information. A brief pause may help make that choice, but urgency can also matter. The proverb does not supply a timetable or justify silencing someone else. It asks a person to respond to the actual circumstances rather than rely on a single rule about how much to say.
