People involved in the same activity may have different aims or expectations. The horse and rider picture that divergence, without proving that a disagreement is deliberate resistance or that one participant’s purpose should automatically prevail.

What the words are saying

The proverb gives the horse and the rider separate thoughts even though they are travelling together. Figuratively, a shared task can conceal different understandings of what is being done or why. A useful response asks each participant about the purpose and makes the relevant expectations explicit before treating an unexpected action as defiance. The animal comparison should not place one person permanently above another or excuse control without discussion. Nor does it establish a particular animal’s thoughts. Its point is that participation in one activity does not itself supply agreement about the route, result or reason for acting.
