Reconsidering an initial judgement can reveal something useful that was missed. The saying values a second look, without proving that the later thought is always better or that every decision should be delayed repeatedly.
What the words are saying
The second thought follows an initial response and creates a chance to examine its basis. A useful reading asks what new attention adds: another fact, an overlooked consequence or a clearer account of the purpose. Merely changing a view does not establish improvement, and a sound first judgement may survive the review. Some decisions also need to be made within a real time limit. The saying is therefore a prompt for proportionate reconsideration rather than a rule that later always means wiser.
