One may think that dares not speak.

Understand the thought
Meaning in plain English
A person’s silence does not show that they have no thoughts or objections. The saying recognises that speaking can feel difficult, without allowing an observer to know exactly what another person privately thinks.
What the words are saying
The proverb separates having a thought from daring to express it. An atmosphere, relationship or uncertainty can affect whether someone feels able to speak, even when they have something to contribute. A useful response creates a considerate opportunity for expression rather than assuming silence means agreement or lack of understanding. The saying does not establish what a silent person believes, and not everyone wishes to make every thought public. A private response can remain private. Its point is to avoid judging the presence or content of thought solely by audible speech, while respecting the person’s choice about whether and how to participate.
Everyday example
A meeting chair offers written feedback after the discussion so people who did not speak can contribute if they want to.
When to use it
Use it when silence is being mistaken for agreement, absence of ideas or lack of understanding.
What it does not mean
Do not assign hidden beliefs or demand disclosure; offer room to respond and respect the choice not to speak.
