What the words are saying
The contrast is between want of thought and want of heart: failing to consider an effect is set beside lacking concern for people. The saying expands the account of harm beyond deliberate malice. An action can create difficulty because relevant needs or consequences were overlooked, even when the actor intended nothing hostile. It does not make every mistake equal to intentional cruelty.
