What the words are saying

The shaft is the arrow that has been shot, and fetching it represents a less attractive task after the attack. Figuratively, a group may find it easy to condemn an opponent but harder to carry out the resulting work. Every man and few are rhetorical contrasts, not measured proportions. The saying is not weapons instruction or encouragement to treat a disagreement as warfare. Its useful concern is responsibility: a proposal can attract applause while leaving its consequences to someone else. Ask who will do the necessary follow-up and whether that work contributes to resolving the matter rather than simply extending the attack.
