Do all the good you talk of; but talk not of all the good you do.

Meaning in plain English
Follow through on the good you propose, and do not make every helpful act an occasion for self-praise. Let concern lead to useful conduct rather than only to declarations about your intentions.
What the words are saying
The two instructions address different gaps between speech and action. The first asks someone to do the good they talk about; the second discourages turning every completed kindness into a public account of personal virtue. The saying values follow-through and modesty together. It does not require concealing every useful achievement. Reporting results may be necessary for accountability, coordination or encouraging others to help. The useful distinction is between explaining what happened for a worthwhile reason and seeking admiration while the promised work remains undone or the recipient’s dignity is overlooked.
Everyday example
A volunteer completes an agreed delivery and records it for the organiser without posting the recipient’s private circumstances as evidence of generosity.
When to use it
Use it when declarations of helpfulness are replacing action or making another person’s need into self-promotion.
