What the words are saying

The proverb sets a very early arrival against even a small delay, giving punctuality a deliberately emphatic form. Its force depends on what happens if a moment is missed: some occasions cannot easily be repeated or shifted. But the numerical contrast is rhetorical, not a universal schedule.
