Meaning in plain English
Avoid adopting an untested change merely for novelty or retaining an old approach after it no longer serves. Judge the evidence and purpose rather than making timing itself the rule.
What the words are saying
The two halves balance caution about novelty with a warning against stubborn attachment to the familiar. A new approach may carry unknown consequences, while an old one may become unsuitable as circumstances change. The proverb cannot determine the right moment for every decision. Some innovations need willing early testers, and some older methods remain appropriate long after alternatives appear. The useful comparison asks what is known about each option, what the change would affect and how risks can be assessed. Neither being first nor being last supplies enough evidence on its own to decide whether a choice is sound.
Everyday example
A community centre trials a new booking system with a small group and checks access needs before replacing a familiar method that has begun to cause problems.
When to use it
Use it when enthusiasm for novelty or loyalty to an old method is replacing comparison of the actual options.

What it does not mean
Early testing and retaining older methods can both be sensible; circumstances matter more than a fixed place in the queue.
